I hope that a paper on these lines could be agreed in the first place between Whitehall Departments, with advice from the UKREP JLG negotiators, the Ambassador in Peking and the Governor. Once agreed, it would need to be circulated more widely in HKG, as a basis for developing a line for JLG XXII following the expert talks now envisaged in the JLG framework in January.

I should be grateful for your comments. It would be particularly valuable if IAD-could help with the drafting of HKD's paper. I hope that the paper would be ready for discussion when the Governor visits on 21-23 January.
