BRIEFING FOR MR PATTEN

I

When we met on 8 May to discuss UK/Hong Kong/PRC matters, mentioned that I would welcome an opportunity to meet and brief Mr Patten on air services matters before his departure to Hong Kong.

It was agreed that we would first provide a written brief for Mr Patten which I now enclose. I would be grateful if the brief could be forwarded and a meeting arranged so that I can answer any questions Mr Patten may have and brief him more fully on the subtleties of the UK/Hong Kong/China relationship from the air services point of view. If dates can be found when Lord Caithness is free then we might also involve the Minister in the meeting.
