I think it would be a good idea for Mr Patten to have a short meeting with Mr David Moss (and Lord Caithness, if
available) on the basis of Mr Moss's paper (attached).
2.
The paper well illustrates the cross-currents which make navigation so difficult in these waters:
there are purely UK interests (air services between the UK and Taiwan through Hong Kong) which may well complicate the resolution of the Hong Kong ASA problem, for all Mr Moss's confidence that this will not be so (para 12);
there are purely Hong Kong interests (stopping Air China "through-running" Hong Kong en route to third countries para 8) which complicate British interests, eg sorting out more direct routings for British Airways to and from Hong
Kong..
3. So the air services establishments in Hong Kong and London play poker with each other.
