AVIATION SECURITY: HONG KONG BASED AIRLINES
1. Thank you for your letter of 20 July to Nigel Cox. I have discussed this question with Martin Glass in International Aviation Division of DTp. He and I are of the opinion that when a security question arises as a result of an international agreement then the Hong Kong airlines are the UK's responsibility (at least so far as satisfying itself that Hong Kong is fulfilling its international obligations). When a security matter arises from a separated Hong Kong /Third Country ASA then it should be for Hong Kong to liaise with the Third Country concerned.
2. We suspect that there may be some confusion in the mind of CAD. Martin Glass will write to Hong Kong to check this out.
