RECORD OF MEETING IN FCO WITH DR PATRICK HASE, PRINCIPAL ASSISTANT SECRETARY ON AVIATION SECURITY FOR THE HONG KONG GOVERNMENT IN SECURITY COORDINATION DEPARTMENT (SCD), FCO ON 28 OCTOBER 1992

1. The meeting was called by Dr Hase, who was accompanied by Mr Derick Hall of the Hong Kong Government office to find a way forward for the Orders in Council required by the Hong Kong Government to put the UK Aviation and Maritime Security Act 1990 into local legislation. The current proposed legislation is still

in the drafting stage and encompasses the Dependent Territories

and includes the Isle of Man and the Channel Islands.

Dr Hase stated that he would prefer the Hong Kong legislation to be handled separately and not consolidated with the

other Dependent Territories. The main reason for this proposal was that it would allow the legislation to be passed through the Privy Council in quicker time thereby giving the Hong Kong Government the opportunity to process the legislation through the

UK/Chinese Joint Liaison Group sooner rather than later.

3. Mr Freeman understood that the next two Privy Council

meetings in November and December already had a fairly full agenda

and that it would be difficult to have the legislation drafted and

agreed in time to put before the Privy Council in that period.

Dr Hase accepted this but said that he would prefer, if it was

possible, to have the Orders in Council signed by early in the New

Year, preferably in January, to put before the JLG meeting in March for agreement. He accepted that this would be only dealing with Aviation Security, and that the Maritime Security legislation.
