Security Staff

24. I was briefed on the organisation of Securair (the company is owned jointly by Jardines and Cathay Pacific) and on the training of its staff. Training is frequent and based on the use of a Tranair computerised training system (at present there is on monitor, they plan to buy a further six

six monitors) and lectures. should a member of staff fail to qualify during routine training they must undergo further training before returning to duty. Staff are penalised for failing to meet standards, and rewarded for discovering prohibited articles. Staff are penalised if they fail to identify unauthorised people in areas they are assigned to protect (such as the Cargo Terminal or Baggage Hall). The regime appeared to be stringent, and the results, so far as I could judge, effective.

Conclusion

25. On the basis of my visit I concluded that the organisation of aviation security at Kai Tak Airport was sound, the necessary security measures were in place, and standards were good. Recurring problems (loss of passes and unprotected baggage labels) are kept under review, and improvements (the deployment of more modern x-ray units) are being planned.

26. Security arrangements in respect of BA operations met the requirements set down by the Department.
