I attach a copy of the letter and report I have sent to Hong Kong following my recent visit to the Territory.

2. The administration will adopt our time table for the production of a National AVSEC Programme, and I expect them to agree that Hong Kong based airlines are British, which will confirm the arrangements for Embassies and High Commission to give them support. The standard of security at the airport was sound.
