Hong Kong has now given consideration to the general Aag H. practice of reporting and investigating such violations. Based on the advice of the International Law Division of the Hong Kong Legal Department (see attached correspondence) it is proposed to introduce a rather more streamlined system.

Subject to there being no objection on your part, I will request the IMO to issue a circular requesting Member States to forward details of alleged incidents direct to Hong Kong or to the London HKGO where this is more convenient. This would be in line with the well-established system of points-of-contact within the IMO system.

As far as the TRAMO AMITY case is concerned, Aviation and Maritime Department may care to note that this is under investigation and I will revert when further information is received.
