agreed with the Chinese, but would not be made in a declaration to the depositary. The weakness with this is that, although there is no need to make any such declaration and the UK did not make one in respect of the UK upon its ratification, for the purposes of Hong Kong, it would put the agreement with the Chinese as to which body would be the authority for Hong Kong on a more secure basis if a declaration was made to the depositary.
