1. Hong Kong have made further comments on our telno 514 on the term "appropriate authority". (tels attached).
2. As Hong Kong and China have agreed on the phrase, and Hong Kong is clearly unhappy about reverting on the subject, perhaps we should let the matter rest there. At least we have flagged our concerns. Of course, there remains the possibility that the IMO will object to the compromise proposal in which case they shall have to reopen negotations with the Chinese.
