HONG KONG: INTERNATIONAL CONVENTION FOR THE PREVENTION OF POLLUTION FROM SHIPS 1973: EXTENSION OF ANNEX III TO HONG

KONG

1. The Hong Kong Executive Council has given its approval to seek the extension of Annex III to the above Convention as amended by its 1978 Protocol to Hong Kong subject to consultation with the Chinese.

2. The attached telegramme (Hong Kong telno 1485) contains the text of a draft speaking note and defensive questions and answers for use with the Chinese. I would be grateful for your early comments on the drafts.

3. I have already consulted AMD (who in turn consulted the Department of Transport). The DTp's only comment was that "certificate" (on the second line of the last page of the telegramme) should be replaced by "documentation, manifest or stowage plan".

4. As the Chinese are not a party to Annex III, they may take exception to A2.
