HONG KONG 'S PARTICIPATION IN THE PERMANENT ASSOCIATION OF ROAD CONGRESSES (PIARC)
1. I attach copies of two telegrams from Hong Kong on this subject, as well as the statutes of PIARC. I agree with Hong Kong that there appears to be nothing in the statutes that would require consultation with the Chinese. It is unfortuneate that Hong Kong is listed as a country at the end of the statutes.
2. I should be grateful for your early views on the above. I do not think that the Chinese will react to this in the way they did to IALA (last paragraph telno 1791). There we were trying to upgrade the status of Hong Kong to that of the UK and there was a question of voting rights. The same is not true for PIARC.
