Tour of Qingdao Harbour
29.
CONFIDENTIAL
The delegation had a short ferry tour of Qingdao Harbour before going to Huangdao District. We noticed that the harbour was also used as a Chinese naval base, and there were a number of gun boats, naval supply ships and no less than ten submarines berthing in the harbour. Although the naval vessels looked rather worn out, we were cautioned by the accompanying Qingdao officials not to take any photographs.

There were sixteen 10 000-tonne berths in the harbour, the largest of which
was capable of accommodating 60 000-tonne vessels. About 15 400 people worked in the
harbour, and total cargo handled in 1990 was 30.4 million tonnes. Each year, about 3 000
ocean-going vessels called at Qingdao, of which 1 400 were foreign registered. There was
however limited facilities for handling container cargo, and few container vessels used the
harbour. Although the old port had been renovated, it could only handle 135 000 TEUs of
container cargo a year. The situation would improve when construction of the container- terminal at Qianwan Harbour, one of China's largest, was completed.

Construction of Qianwan Harbour and Phase II of the Huangdao Oil Wharf
was under way. Qianwan would have an initial annual cargo handling capacity of 17 million
tonnes, serving as the outlet for the ETDZ. Phase II(2) of the Oil Wharf was designed to
Note 2: We learned in fact that Phase II of the Huangdao Oil Wharf had more or less been
completed, but that it would not be put to use until annual production of the
Shengli Oilfield could increase from the present level of 35 million tonnes to 50
million tonnes. The new oil wharf would therefore remain idle for now.
