us that under the state plan, Qingdao was to fulfil four characteristics:

a. a light industrial city, with textiles as its main stream;

b. an oceanic research centre;

c. a foreign trade outlet; and

d. a tourist area.

Qingdao was the eighth largest textiles centre in China, with 10 000 workers and an annual export value of US$120 million; one of China's 15 petrochemical industrial

base; and the second largest producer of rubber products. There were 3 400 industrial

enterprises in the city district which had a total annual output of Rmb3.6 billion. Agriculture

also played a significant role in the economy, engaging 2 million farming population, yielding

fruits, meat and aquatic products. The main products exported were beer and other beverages, textiles, agricultural products, chemicals and light industrial products.

The city had made an effort to improve its infrastructure in recent years:

Water supply had doubled after completion of a Rmb1 billion project which

channelled water from the Yellow River 400 km away to the city.

The city's 840 000 kW electricity generating capacity would soon be increased

by half when two new 210 000 kW power plants located in the Huangdao

District commenced operation. The city was able to supply electricity to

industrial enterprises 7 days a week.

Programme-controlled telephone services were available both in the urban and

rural areas.
