with bilateral procedures agreed between

Hong Kong and China, approval to operate new cross border services would need to be obtained from the Shenzhen Authorities

and the HKG separately. Once such approval is received, the

applications are referred to the Joint Sub-committee on Cross Border Transport Services, comprising officials from both sides, for a decision. The Secretary for Transport considers that

there are no traffic or transport grounds for preventing the proposed new services, and, subject to Citybus receiving approval from the Chinese authorities, it would be difficult to

see how the Joint Sub-committee on Cross Border Transport

Services could reject the application.

Cross-border customs and immigration procedures

Subject to

the availability of resources and manpower,

the Director of Immigration and Commissioner for Customs and

Excise are prepared to examine the feasibility of allowing

transit passengers travelling from Kai Tak to Shenzhen Airport

to remain on board coaches at Lok Ma Chau for immigration and

customs clearances.
