inevitable breakdown of continuity resulting from possible frequent changes in the membership of the central council. Both of these factors could be regarded as major de-stabilizing factors which might undermine the smooth functioning of the consultative process. The Standing Commission concluded and the Government accepted that the existing system has provided for a balanced representation and no major change is required to the existing admission system.
Apart from the SCSC, there are other consultation channels between staff and management in the civil service.
For example, there are Model Scale 1 Staff Consultative Council, the Police Force Council and the Disciplined Services Consultative Council at the central level and 77 formal consultative committees have been set up in
over 50 departments at the departmental level.
