BASEL CONVENTION ON TRANSBOUNDARY MOVEMENTS OF HAZARDOUS WASTES AND THEIR DISPOSAL

1. The BASEL Convention was drawn up to regulate the trade in hazardous wastes. DTs have already been consulted as to whther. they wish to be included in the UKS ratification. However there appears to have been little progress made on how they should bring in the legislation which would enable them to ratify. The attached draft telegram is intended to set out the situation.

If anyone knows of any DT which has aleady begun the process of drawing up legislation then please let me know!

3. I would be grateful if you and copy recipients could let me know whether you have any comments on the attached draft telegram (including nil returns) by cop Wednesday 8 April (X270 3659). I apologise for the short notice. The issue of ratification of Basel will come to the fore in the EC Environment Council on 5 May. I therefore need to let our dependent territories know the situation asap.
