Annual Meetings. The logistics for the ADB Meeting are considerable - preparation of the meeting venue to provide meeting and office facilities, including furniture; telecommunication and office equipment; shuttle, limousine and transport services; accommodation arrangements; social programmes and other functions; private sector sponsorship; public relations; and hiring of support staff (150 for the ADB meeting) to assist during the meeting. Drawing on this experience, a very tentative plan for the management of the 1997 Meetings is set out in paragraphs 20 - 23 below.

If Members' approval is given to pursue a formal application with the Bank/Fund to host the Meetings, a small planning team would be established within the Monetary Affairs Branch to organize and coordinate the preparatory work, in close liaison with the Bank/Fund. It is intended that the team members would need to attend future Annual Meetings of the Bank/Fund to familiarize themselves with the proceedings and the logistics of the Meetings.

The planning team would be set up initially through the redeployment of staff. However, by 1993, posts would need to be created to accommodate staff dedicated to the planning of the Meetings. It is envisaged that a team of four officers and two secretarial staff, to be headed by an Administrative Officer Staff Grade C, would probably be needed in 1993 at an annual staff cost of $4,370,000. Approval for the creation of these posts and their funding would be sought in the usual way.

To facilitate coordination of planning work among Government departments and relevant agencies in Hong Kong, including the Hong Kong Trade Development Council and the Hong Kong Tourist Association, an Inter-Departmental Working Group would be set up in 1993 under the chairmanship of the Monetary Affairs Branch. This Working Group would then set up sub-groups to deal with coordination of individual planning aspects as appropriate.
