A
A decision is required on a suitable venue for the Opening Ceremony of the 1997 Annual Meetings of the World Bank Group and the International Monetary Fund. A decision is also required on the areas which we should raise for discussion with the Chinese regarding the bid to hold the 1997 Annual Meetings in Hong Kong.
RECOMMENDATION AND ADVICE SOUGHT
Members' advice is sought on-

(b)
whether the Hong Kong Convention and Exhibition Centre is a suitable venue for the Opening Ceremony of the 1997 Annual Meetings of the Bank/Fund in Hong Kong (paragraphs 5 to 9); and
the line to be taken on the issues to be discussed with the Chinese concerning the staging of the 1997 Annual Meetings in Hong Kong (paragraphs 10 to 18).
BACKGROUND

On 28 January 1992, Members considered memorandum XCC(92)26 (Annex A) concerning a bid to hold the 1997 Annual Meetings in Hong Kong. The Council ADVISED and the Governor ORDERED that - "a short paper should be put to the Council outlining the areas which HKG intend to raise for discussion with the Chinese. HKG's bottom line in each of the areas to be discussed should be highlighted. HKG should be pro-active in the discussions and should advise the Chinese side how it intends to organize the event."
