WORLD BANK/IMF ANNUAL MEETINGS

1. We followed the exchange of telegrams between yourselves and Hong Kong with a little concern, as did Mr Peretz in Washington following the invitations which he and his Chinese colleague had so confidently announced in the halls of IMF/IBRD.

2. I wonder if it would help to keep things on an even keel if Hong Kong were to be provided with more accurate costings of how much host countries actually spent on previous occasions. You might wish to put the following to Hong Kong before they seek Exco's views on 25 February (their telno 449).

3. In 1982 the Canadians held a meeting in Toronto and spent $4m. Events in West Berlin (1988) and Bangkok (1991) cost $18 and $19m, and involved custom building in Berlin. This is very different from the $30m figure that I have seen bandied about for Hong Kong. Frankly, I should have thought that the precise cost is, within reason, a matter of how much Hong Kong wants to spend and that it should not in any case take $30m as an accurate guideline.
