5. As far as the draft paper is concerned, I have only one substantive comment to make. Paragraph 2 is not quite correct. At present 48 Conventions are applied in Hong Kong, 29 in full and 19 with modification. The Convention missing from the list in Annex B is Convention 63 (Statistics of Wages and Hours of Work). This has been applied with modification since 15.10.63. It will however be automatically denounced as the result of declaring acceptance of Convention 160.

6. Finally, you may wish to note that my records show different dates in some cases regarding the application of these Conventions. The dates in my records relate to the actual date of registration of the current declaration (which may have superseded an earlier one) by the ILO. The variances
