At the time of signature of the Sino-British Joint

Declaration, both sides exchanged memoranda on the subject

According to the Chinese Memorandum, all

Hong Kong Chinese compatriots, whether they are holders of

the "British Dependent Territories Citizens' Passport" or

not, are Chinese nationals. Hong Kong is a cosmopolitan

city and it is

not unusual for Hong Kong Chinese to have

nationality (or nationalities) in addition to their

nationality. It is likely that some questions and

relating to conflict of nationality will continue

It is therefore important for this Convention

and Protocol to continue to apply after 1997 so as to

provide an established set of rules and guidelines for

solving such questions and problems. The continued

application of

this Convention and Protocol will provide a

significant assurance to individuals concerned that any

questions arising will continue to be settled in accordance

with well established rules of international law,
