1. I would be grateful for any comments on the four attached draft discussion papers. These are covering papers for four treaties which Hong Kong would like to continue to apply to Hong Kong after 1997.

I also attach Hong Kong telno 2516, which refers.
3.
Hong Kong have not sent the annexes to the papers, which are the texts of the treaties and the UK reservations which were made. I have asked for these to be sent as soon as possible. I will forward them to you when I receive them.
4. As Hong Kong wish to hand these papers to the Chinese side on 3 November, a reply by 2 November would be greatly appreciated.
