the issue to stateless persons of identity papers (Article

public order and only in pursuance of a decision reached in
accordance with the process of law (Article 31).

The United Kingdom ratified the Convention on
April 1959 and extended it to Hong Kong on 19 March 1962
(Reference at Annex B). On extension, the United Kingdom
made а number of interpretative declarations and entered a
reservation (the texts of which are at Annex C). Under
Article 35 the Convention is open to accession by any State
Member of the United Nations,
