On a separate matter, you say in your letter that the United Kingdom's duty is to set in place machinery for the protection of human rights, the rule of law, and the independence of the judiciary and of the legal profession. would like to point out that the first of these was the precise purpose of the Bill of Rights which was enacted in Hong Kong last year. The other points are guaranteed by both the Joint Declaration and the Basic Law.
