1. I submit a draft reply from the Minister of State to the

letter from Mr Justice Kirby, of the International Commission of

Jurists of 16 December. In the past the ICJ have been critical

of our policy towards Hong Kong for failing to give sufficient

democracy to the people of Hong Kong or to permit them to have

an effective right of self-determination.
