There were 190,975 officers in the public service as at 1 October 1991, comprising 188,667 local officers (98.7 per cent) and 2,308 (1.2 per cent) overseas officers.

There are now over 84,000 foreign domestic helpers working in Hong Kong, the majority of whom are from the Philippines. These workers are employed under contract, which gives them employment protection similar to that enjoyed by local workers under the employment legislation,
