I enclose a copy of a note from Sir Geoffrey Howe with its enclosure of a press cutting. The cutting proposes the establishment of a Human Rights Commission in Hong Kong. suspect that this is really a matter for HKG but would be interested in any thoughts you may have from a legal angle. Is such a Commission common (I know the Australians have one).
