SIR GEOFFREY HOWE'S HUMAN RIGHTS DELEGATION TO CHINA
This will
1. The Chinese may dig in their heels over the title, but I think the best tactic would be to tell them firmly that the group will be called a "High Level Study Group". avoid obfuscation at this end, since it allows us to add, GAOJI YAN sotto voce, study of human rights; while it leaves the Chinese with a name they should find hard to criticise - though if they did, we could say that they were free to explain that it was a study group on "institutional and legal provisions and practices".
2. We have spoken to Sir G Howe who is content to be guided by our advice. He agrees that something like "High Level Study Group" is probably the best that can be devised, particularly since it is a title which will be used principally in China, while we can call the group what we like for our own purposes.
