would recommend additionally only two Members from the

Commons. But they should be supported by at least опе

and possibly two real expert(s) on China / human rights

and one with a religious background (to investigate

persecution of Christians). We therefore envisage a total group of seven, made up of probably three experts, the three Parliamentarians plus a member of our Embassy

staff. Possible names are listed separately. We have

approached none. If the Prime Minister has any

preferences, we shall try those first.

Chinese will not accept a reference to human rights in

the title. We proposed "High Level Study Mission".

have quibbled at "Mission" which they feel is too

purposeful, precisely why we proposed it. They would prefer "High Level Study Group". May we have flexibility

to accept this if it appears to be a a stumbling block?

Itinerary

Subject to the number of days available, we

envisage three to four days in Peking and the balance in

perhaps two regional centres, possibly Shanghai and a

more rural area. This needs further discussion (I deal

with Tibet below). The programme would have to include a

meeting dinner with the delegation's host, the People's
