I apologise for the delay in submitting a draft PS letter (partly held up when we heard from Sir G Howe's office that he had written to you and the need to take his views into account).

I attach FOO telno to Peking No 429, recording our lunch with Sir G Howe. I also attach his letter of 27 May to you.
