t the Chinese side has no objection in principle to the

extension of the Convention to Hong Kong, and its continued

application to the Hong Kong SAR after 1997. The UK would

accordingly announce on 8 December 1988 the UK's intention to

ratify the UN Convention against Torture (the UN Special

Commemorative Session for the 40th Anniversary of the Universal

Declaration of Human Rights will take place on 8 December rather

than 10 December). The UK has agreed that Hong Kong can announce

at the same time that the UK ratification of the Convention

against Torture will be extended to Hong Kong once the necessary

legislation has been completed. The continued application of the

Convention after 1997 will, as usual, be dealt with by the IRO

Sub-Group.
