1. I attach a copy of the proposed papers to be handed over to the Chinese on a range of Human rights conventions and of Hong Kong telno 1782. You will see that Hong Kong are looking again at some of the reservations that apply to them. Some of which (eg on succession in the Royal Family will not be appropriate post 1997. I should be grateful for any comments by cop on 10 July.
