Hong Kong: Convention on the Political Rights of Women/ Convention on the Elimination of Racial Discrimination

I attach Hong Kong telno 2423 and the faxed paper referred to therein. The paper contains HKG's proposals on how to deal with the reservations made by the UK in respect of the two conventions, and replaces items 8.5 and 8.8 in the original papers. Para 5 of telno 2423 is their proposed strategy for getting the agreement of the Chinese side for these proposals, which seems reasonable to me. The only alternative is to drop the reservations now and get involved in consultations about new IROS. As the conventions are moribund, this does not seem worth it.

I also attach: the original versions of 8.5 and 8.8; the other seven papers on the remaining human rights treaties, upon which we have already commented (8.1-8.4, 8.6, 8.7, 8.11, 8.12); and the relevant telegrams and minutes.

We have already commented upon the items mentioned in paras
1 and 3 of telno 2423.
4.
I would be grateful for any comments you might have on the new versions of 8.5 and 8.8 and on para 5 of telno 2423 by cop on 12 October if at all possible.
