Before 1997 the British Government was responsible

for the administration of Hong Kong. HKG civil servants

were, after all, serving Hong Kong people. When they

worked for the HKSARG after 1997, they would also be

serving the people of Hong Kong. Therefore, they should

not be discriminated against politically. The Chinese side

thus encouraged civil servants to work hard before 1997 for

the prosperity and stability of Hong Kong.
