The HKMAC did not envisage formulation of any special policy to allay the junior civil servant's worries
towards changes in 1997. Special provisions regarding nationality restrictions
were stipulated in BL only for
senior civil servants. There were no such BL provisions for civil servants of lower ranks, thus implying no change in principle to their terms and conditions for service
after 1997.

Before 1997 the British Government was responsible
for the administration of Hong Kong. HKG civil servants
were, after all, serving Hong Kong people. When they
worked for the HKSARG after 1997, they would also be
serving the people of Hong Kong. Therefore, they should
not be discriminated against politically. The Chinese side
thus encouraged civil servants to work hard before 1997 for
the prosperity and stability of Hong Kong.
