figures who were concerned with Hong Kong affairs would
continue to join the roll of advisers. The appointment of
advisers would enable the Chinese Government to collect
Hong Kong people's opinion from a broader base and that
would be conducive to a smooth transition and the smooth
transfer of sovereignty.
