Feb 13 Briefing by Clerk to LegCo

Privatisation would deprive the future SARG of
valuable assets and lessen its powers. The British and HKG
should not introduce changes not consistent with the
situation in 1984, when the JD was signed. It appeared that the British side and HKG were seeking radical change,
although they asked China for no changes for 50 years.
