The problem of civil service pensions should be

solved early to ease the minds of civil servants.

The Chinese side had not suggested that the Land Fund

could be used to back up pensions. The Land Fund was

placed in the custody of the CPG and would be handed

to the SARG in 1997 for SARG's free disposal.
