Private Visit

This included a

Lu stayed on for a four day "private" visit, meeting politicians and community leaders. meeting with Mr Allen Lee, who probably sought to win Lu's approval for the conservative model for LegCo

reorganisation. Lu saw several liberals but not Mr Martin Lee or other members of the United Democrats of Hong Kong (UDHK). He said that he would not meet those among the UDHK

who wanted to overthrow the Chinese Government. Mr Martin Lee wrote to him stressing that this was no part of the UDHK

programme.

Reactions

5. There were some sour comments in the Hong Kong press about Lu's ostracism of the UDHK, his divide and rule tactics and his attaching more importance to his "private" united front work than to his talks with the Governor. There was inevitably a touch of "we are the masters now"
