VISIT TO HONG KONG BY LU PING: 8-14 JANUARY 1992

Introduction

1. Before their meetings with the Governor next week, Ministers may welcome a summary account of Lu Ping's visit

to Hong Kong. His talks with the Governor broke no new ground but were more positive than any contact since the LegCo elections last September. (This augurs quite well for the Secretary of State's meeting with Qian Qichen in March.) The "private" part of Lu Ping's visits also had points of

interest.

Background

2. The Airport Memorandum of Understanding confirmed that Lu Ping and the Governor would "hold regular meetings".

Previous contacts were ad hoc. Lu and the Governor

subsequently agreed that it would make sense for them to meet at about the half way point between the two Foreign
