He came to lunch today. He did not with me go through the specific list of Chinese current concerns. There was no mention of the McConnell Bill nor of John Ni. We did however talk about internal Chinese politics. In addition to the points he made to you he said that 1991 could be divided into two phases politically. During the first half of the year there was a struggle between the reformers and the others. This was resolved, temporarily at least, half way through the year with the reformers coming out on top. (He agreed that this timing fitted approximately with the conclusion of our agreement on the airport although this was not a point he himself made in his analysis). He Jaw the current visit by Deng and Yang to Shenzhen and Zhu Hai as a further attempt to push the reformist cause. In answer to my questions, he agreed that the group opposed to greater economic reform (Chen Yun and Yao Yilin etc) were still there, although he argued that their power was gradually weakening.

On Hong Kong matters we spoke about LegCo. I said it was important not to be deceived by superficiality. It was entirely predictable that LegCo would be more vociferous after the elections. Pro-business and pro-China candidates had both done badly. But nobody should assume that the structure of Government had changed. All that had happened was that we now had to take longer arguing policies through LegCo. When he asked about Lu Ping's visit I told him it was useful for us to meet. It was also useful that Lu had stayed on and taken the opportunity to meet a wide range of people, including a number of members of LegCo. The more he could do to widen that circle to include all members of

LegCo the better. Dialogue would help to build bridges
