During the Secretary of State's visit to Lisbon on 7 January the Portuguese Foreign Minister said that he was contemplating a Troika meeting with Qian Qichen in Lisbon on 18 February. would need careful preparation. Mr Pinheiro thought that the Troika could welcome some of the moves the Chinese were making over human rights and legitimately talk about Hong Kong and Macao since these territories and their future were a concern of the Community as a whole and not just Britain and Portugal. The Secretary of State said that he was due to meet Qian Qichen in London in March on Hong Kong business but this need not affect a Troika meeting the previous month.
2. The date of 18 February is, of course, that of Li Peng's visit to Lisbon. To hold a Troika at that time would be to associate the Community formally with that visit. No such
