PAPERS FOR MR PATTEN

You asked for pieces on democracy in Singapore and on Lee Kuan Yew's relations with China over the years, to be sent to Mr Patten by Friday evening.

I attach a short note on democracy in Singapore. I have adapted this from an unclassified brief prepared in the summer for the Commonwealth Parliamentary Association. This was a pretty bland piece and I have given it more teeth, but it may now read a little oddly.

3. I also attach copies of extracts from 1970 and 1974 despatches from Singapore which refer to the difficulties of dealing with Lee, and a piece I wrote in 1977 about Lee's periodically annoying behaviour towards Britain.

On Singapore's relations with China, I attach a copy of a Research Department Note of 1986 prepared in Far East Section together with a brief up-date, which I hope will be of use.

5. I see from HK telegram 2915 that Lee's theory is that Mr Patten's proposals are part of an American plan to bring democracy to China. It might be worth noting that Lee has an ambivalent attitude to the USA. He has always welcomed the US strategic presence in the region but at the same time has on occasion displayed a somewhat paranoid attitude to the USA, accusing it of interference in Singapore's internal affairs. (The CIA is said to have attempted twice to recruit him back in the 1950s). In 1988 a US diplomat was expelled from Singapore on the grounds that he had encouraged a dissident lawyer and others to form a political party to oppose the government, presumably to encourage a more healthy democratic system. This was consistently denied by the Americans.
