HARMONIZATION OF PLANT QUARANTINE PRINCIPLES

The Commission generally agreed with the principles (general

and specific) proposed by the FAO Expert Consultation on Plant Quarantine

Principles (held in Bangkok, Guadalajara and Montevideo in turn) and

endorsed by the Third Consultation among the Regional Plant Protection

Organizations.

The general principles are on sovereignty, necessity, minimal

impact, transparency, modification, harmonization, equivalence and dispute

settlement. The specific principles are cooperation, technical authority,

managed risk, pest-free areas, emergency action,

risk assessment,

notification of non-compliance and non-discrimination.
