There is no doubt that some of our recent exchanges have created an impression that we were over-stepping the mark. On that the worries about this go way below the Governor. As Sir David Ford put it to me, it is the senior Chinese in the Administration who are the problem. Maintaining their morale is of great importance. They now find themselves under constant haranguing from the new LEGCO and from the Chinese. They do not want to feel that they are losing London's confidence as well.
