1. I attach a cutting from the Free China Journal of 28 October. It contains a commentary on Mr Patten's constitutional proposals and the Chinese reaction to them. It is generally very supportive of the attitudes that he has taken and the general change in style that he has initiated. It describes his "Real contribution" as having been to "Allay Hong Kong/Chinese fears but London will continue kowtowing to Peking until it is time for Britain to say goodbye." His decision to stand up to Peking has emboldened local Hong Kong politicians to do the same. It concludes that "If he gives in to pressure from London, or Peking, or both, then not only does he lose, Hong Kong people lose as well." The Free China Journal is published by the Official Government Information Office and although it does not claim to be a vehicle for government statements, it nonetheless, reflects government thinking quite closely.
