Following your note of 21.12.92 (Ref PAO(C) 29/64) and in the absence of Bob Allen who does return until end of January 1993, I met privately with John NI on 30 December. NI had already been advised, prior to Mr Allen's departure of my name and telephone number for 'emergencies'. NI did not seem surprised and readily agreed to a meeting.

over the Director General Trade's visit to Taiwan. He said that should a small delegation be led by the DG to visit Taiwan as part of the APEC field study it would not be singled out but dealt with discreetly. NI added that if а PRC delegation also went to Taiwan as part of the APEC study all eyes would be upon that dele- gation and he thought all the other delegations would fade into the background. NI was not cer- tain that the PRC would send a delegation.

The announcement in Taipei about the Taiwan Government funding the Taipei Cultural and Inform- ation Centre had not been very helpful. NI, looking a bit shame- faced, did not demur. I reprised the arguments about the delicacy of this matter and said that difficulty would be compounded if the organisation was thought to be 'official' either by name or via its source of funds. I said that it would be better to let the dust settle and that we would prefer the Centre's establishment to be put off until the end of 1993 and then to have an inocuous name such as 'Pacific Foundation'.
