TAIWAN: "GREY AREA" SALES: PATROL BOATS FOR MARINE POLICE

Problem

1.

Approval has been sought to export coastal patrol boats in the

100 tonne class to the Taiwan Marine Police. We previously agreed

to the manufacture of the boats under licence in the US for onward

sale to Taiwan. Should we now agree to their manufacture in the UK

and, under licence, in Taiwan?

Recommendation

2.

recommend that we should agree this application. This will be

a further liberalisation of our guidelines to facilitate exports

where the end user of the equipment is a civilian agency rather than

the Navy.

We would continue to refuse applications for exports of

boats that are clearly capable of carrying heavy armament. NPOD,

HKD, the Embassy in Peking and the Political Adviser in Hong Kong

agree.
