International meeting of parliamentarians
on environmental issues
1.
on 12 March about an
The Canadian Commission rang us international conference of parliamentarians being held in Vancouver on 15/16 March on environmental issues.
There will
be two representatives from Hong Kong: Rev. Fung Chi-wood and Peggy Lam.
There are also representatives from Taiwan.
2.
The Canadian Commission told us that PRC parliamentarians, who were to have attended, have now decided to withdraw because of the presence of Taiwanese and Hong Kong delegates. I imagine this is because the Chinese feel that international parliamentary gatherings should only be attended by parliamentarians from sovereign states.
I doubt if the fact
that Fung Chi-wood is one of the Hong Kong delegates had any particular bearing on this decision, although he is of course member of the Executive Committee of the Hong Kong Alliance as well as a LegCo member.

If the issue becomes a public one, I suggest that we
offer no comment.
