III. CO-OPERATION ON DEVELOPMENT, INCLUDING ENVIRONMENTAL ISSUES

In order to inject greater efficiency into the areas of co-operation referred to below, the parties will endeavour to draw up multiannual programmes. Furthermore, willingness to contribute to a better control of development would imply on the one hand giving greater priority to the poorest sections of the population and on the other that environmental problems are closely linked with ongoing development.

(a) Objectives

The parties will lay the foundations for co-operation, taking account of the human dimension of development, in the field of environmental protection, reconciling the need for development and the importance of protecting the natural environment, especially the tropical rain forest. Attention will also be focused on the problem of urban

pollution.

(b) Forms

Upgrading public and private-sector environmental bodies.

Training specialists.

Campaigning to raise public awareness.

Carrying out studies and organizing meetings and exchanges of

information among experts.

Setting up joint projects.

Supporting and assisting environmental research.

Applying industrial co-operation to the environment.
